Markets are reacting to a tougher macro backdrop. Bitcoin has slipped below 63,000 dollars, wiping out last week’s gains, as oil and bond yields rose and the latest U.S. inflation data failed to trigger a rally. U.S. spot Bitcoin ETFs posted 131 million dollars in net outflows yesterday, their second consecutive day of withdrawals. Ether and XRP funds, however, registered modest inflows. Here is today's Crypto Brief for Thursday August 13th. Today, the SEC’s Division of Investment Management issued a no-action letter allowing registered funds advised by FTI to use its tokenized money-market fund, FOBXX, for cash and collateral management on blockchain rails. The letter does not amount to a broad endorsement of every tokenized fund, but it is an important regulatory signal. It gives a conventional fund business room to use an onchain product without relying solely on legacy custody and settlement processes—exactly the kind of incremental legal clarity institutions have been seeking. Also today, Japan’s MUFG, a 2.7-trillion-dollar banking group, said it will test onchain settlement for Japanese government-bond repurchase transactions using the Canton Network. The proof of concept targets real-time, around-the-clock repo settlement, a process that can currently take as long as three days. It is still a pilot, not a production launch, but government bonds and repo markets are core financial infrastructure. That makes this a more consequential tokenization experiment than another narrowly targeted crypto product. [2]

Regulators are also tightening their focus on market integrity. The CFTC has warned prediction-market platforms that trader-incentive programs and weak self-certification filings may encourage wash trading or manipulation. It is the agency’s second advisory to the sector in as many months, suggesting platforms such as Kalshi and Polymarket face more pressure to show that promotional programs are generating genuine liquidity rather than artificial volume. In a separate consumer-protection move, Hawaii will ban crypto ATMs and kiosks statewide beginning October first. The state becomes the fourth to impose a full ban, reflecting persistent concerns that kiosks are frequently used in scams. That creates a sharp divide in policy: institutional tokenization is gaining regulated pathways, while high-risk retail access points are facing tougher limits. [4]

Markets remain subdued after yesterday’s in-line U.S. inflation reading. Bitcoin is hovering around 64,000 dollars, with spot Bitcoin ETFs recording 61 million dollars in net outflows yesterday, while Ether ETFs posted a modest 7.4 million dollars of inflows. [5]

The broader trend is selective integration. Regulators and major banks are enabling blockchain for settlement and fund operations, but they are demanding stronger controls where retail harm and market manipulation are most visible.
